If a potential new employer did a background check before hiring someone, would it show if they had a warrant for traffic tickets or anything else? Please only answer if you actually know. Thank you.

If it was documented, and then filed, yup it will show up. No hiding from it. You have the right to view a complete report if ya want, just so you know what the employers see as well.
