If you're talking about the Windows firewall, do the following:
1. Click Start -> Control Panel
2. Click Windows Firewall
3. You can turn it on there.

It all depends on what firewall you talking about
Third party firewalls aka. Norton, McAfee, ZoneAlarm, etc.. are programs you installed and you have to open the program to check to see if its turned on. Different Security software vary, would help if you say what security software you have.
Windows XP has one built in with SP2, You can check by going to your control panel which is Start > Control Panel, or Start > Settings > Control Panel. It will be labeled Windows Firewall. It may be under the category Network and Internet Connections. Open that up and you can place a dot in either On or Off.
Otherwise if you have a router. Most routers have built in hardware Firewall. Each router is a little different and it would help if you let us know if you have one and what the brand name is.

You do have windows firewall installed. However it only monitors incoming traffic. I don't feel that is good enough. What if spyware or a virus does get in your system and wants to send out information? Windows firewall will not prevent that.
Now if you have another one installed click on Start>all programs. Look for a firewall name like Norton. If you want a good firewall that works great right out of the box get Comodo.
