I have not lived in either, however, have traveled to both for extended periods of time. Portland is more of a rock scene. There is not state tax there either. It has lots to offer as far as a great public transportation system (like Boston), and it is a very clean city. There is more "goth" there if you are into that. The weather is also more wet. The cost of living is a bit less than Boston, but it is still not a cheap city to live in. There is plenty to do and see though.
Boston is a very cultural place. It is a huge university town with very intelligent people sporting designer clothing and nice cars. There is a big young scene due to the University climate there, but there doesn't seem to be as much of a rock scene as Portland. It is also a costly city to live in. You will need to save your pennys to live there. The weather is quite a bit colder than Portland and it is more crowded. As far as seeing shows, there is a huge cultural draw for that and plenty of choices. Don't know if they would be rock shows though. Quincy's Market and Commonwealth Ave are great to visit, but again, not sure it is waht you are looking for. Boston is also a bit more of a conservative City relating to dress and fashion.
I really think Portland will be your best bet. Go to thier Chamber of Commerce website and so some research. That will give you loads of info. Good luck with your move. Hoped this helped a little.

BOSTON is a great city for anything and everything- plenty of clubs & bars with live bands, and there is also Berklee College of Music right here that attracts a lot of people, including some famous. Music aside, Boston is a GREAT place.

Boston has a great hard rock scene, probably the best in the U.S., and has produced bands like Godsmack, Killswitch Engage, Staind, Powerman 5000, and of course Aerosmith. But if you go their Boston has the best Hardcore Punk/Ska scene in the world, you should check it out.
