As far as I know, Mussolini had no real foreign policy apart from backing Germany once Hitler was in charge. After Germany started waging war, Italy attacked Abbysinia (Ethiopia) & later attacked Greece to prove they were the equals of the Germans. They made such a **** up of invading, the Germans had to go in & bail them out. Would Italy have started wars if Germany had not already done so ? Probably not.
