Why would you want to do that? If you are at work, you had better check with your boss and/or the computer people. Shutting down someone's computer is the kind of thing that might get you fired.

Well Seems Like A Pretty Wicked Prank! Considering that The CPU's Being Shut Down With out giving them a chance to save there work may cause SUFFICIENT Data Lose! Which Could include YOUR PAYROLL INFO!,I think if I was You and I liked This Job I'd Come Up With Another Kind Of Prank.

You can use shutdown command. The easiest way to use it by combining it with /i switch which brings up it's GUI.
But bear in mind that you will need sufficient privilege to be able to do this.
