I'm tired of pulling hoses to keep large mowing area plush and would like to dabble in plant propagation (perennials from seed).

I'd start collecting rain water in barrels fitted with valves so you can regulate it. If there's a creek on your property you could set up a bucket with a counter weight to lift water out that way.

Besides praying for rain?
The only thing you could do, if the land is flat or slopes in your favor is to dig irrigation trenches between the rows and then turn water on and let the trenches fill up.
As for large grassy areas, there are farm machines with sprinkler systems that I've seen around. You may be able to find one at an auction or be able to rent one when there is no rain.

I did 4 acres for about 700.00. I used a drip irrigation and ran it to roughly 40 trees, four different gardens, rose bushes, you name it. I used raintree or rainbird products, can't remember the exact name.

For the seeds you could use drip irrigation.
