billed minutes are 6:00am-8:59 pm

I thought off peak was 9:00PM - 6:00AM

you meant all day Saturday and Sundays till 5:59am Monday? it would not make experience if top starts at 12am (morning) Monday because of the fact top starts at 6am Tuesday - Friday, why no longer 6am Monday?
