The third reich meant, loosely translated, third empire. The first two were the greeks, then the romans, and in thier minds, the Nazi's would have been the third.
Hitler came into power after WWI by getting Nazis into power in the government. Once they were in power, laws were re-written, added, or removed to better establish the party and make it easier to gain total contorl. I believe that one of the last things they did was indrocuce a law that said whoever had the majority (say they held 200 out of 399 seats in a legislative body) would get to remove all the members of the minority party and replace them with appointees from their own.
This would be like if the democrats, after getting control of congress, were allowed to kick out all the republicans and replace them with more democrats.
Also, the Nazis had a sort of grassroots campaign where they would send members to town and villages to drum up support and build the party's strength so they would also have control of local governments.
They held power by rebuilding infrastructure and getting the economy back on track. Although this was somewhat contrived because the government had total control of the econmy.
They were initially considered evil because they invaded neighboring countries, send air attackes across the english channel at the U.K., and after the war had already begun, people found out that they were killing jews, dissidents, gypsies, homosexuals, and basically everyone else who was not a fanatic loyalist.

I guess they don't teach this stuff any more. That's amazing to me. Too busy teaching diversity and self esteem. Read "Rise and Fall of the Third Reich". It's a great book!
