Rain, snow, hail. What ever falls from the sky. When the water gets too heavy in the clouds it falls. This is precipitation. It's form varies with the temperature.

Means it most likely won't rain. Basically the weather forecaster is covering their butt in case it rains, then they can say, "Well, there was a chance..." Unless it's over 50%, I don't trust it. Think of it this way, if it's a 30% chance of raining, then there's a 70% chance of it NOT raining.
