I know I will need the HM waterfall to go certain places and all, but I dont know how or where to get it. HELP!!

You obtain it on island 4 in the sevii islands. It's obtained in the ice cave where Loreli is.
After you've beaten the elite four, you'll need to have 60 pokemon registered in your pokedex, talk to professor Oak and you'll be able to go to islands 4-7

HM Waterfall is found in the Icefall Cave on the fourth of the sevii islands. You can't go to the islands until after you've defeated the elite four, and you have no need for waterfall until then.

If this is about Pokemon Gold/Silver/Crystal, I believe that the Waterfall HM is in the Ice Cave. Waterfall is also a technique that Goldeens could learn by leveling in Red/Blue/Yellow, so you could also trade with the time capsule if you also have one of those games and a link cable.
