In a sense hooked up means that they hung out a couple of times but are not in anything serious. Sometimes when they say it they mean that they are in a way dating. U have to look at the context to understand which form they are using. Like when Lauren and Jason ''hooked up'' v.s. when Kristen and Tally ''hooked up''. U see the difference?

Hook up can mean sex or making out. It's just up to the audience's imagination.

It means they made out, but not had sex. They got physically intimate and romantic and were couply, like acting as though they were boyfriend/girlfriend.
