Suppose I fired a rocket at an airplane. If I "nearly missed" it, didn't I hit it?

Makes sense to me! I think if you missed it, you missed it. If you 'nearly' missed, you hit. Unless the person meant to say they came "VERY" close. In other words, a 'near miss' - and they don't know the proper usage of the word.
