Hi, Lillie.
There are two ways of doing that: the first (easier) is just to go to Your old computer to Music folder> iTunes music and copy all of the files on the CD/ usb/ iPod (in the NEW folder). Than You have to move those files to Your new PC's iTunes music folder and sync the iPod.
However, there is the second way too - you have to download Audion software (http://www.panic.com/audion). Audion was awarded many times, but iTunes was more popular (so Audion is no longer developed, but it's still downloadable). When You do, tun Audion, click on the iPod icon - You should see all the music files on Your iPod.
You can add new files and move/ remove those, that already are on Your iPod. That means, that You can move music from iPod to Your HD. If You press the right mouse button on the file, You will be able to "show that file" (or something like that) in Explorer/ Finder.

I took all of my ipod music out of my computer because of low memory in the computer and then I was told by a number of people that It would be impossible for me to put the music inside my ipod into my computer again. So I dont really think you can put the music in your new computer, but good luck anyway.

Apples have something programmed into them called DRM, or Digital Rights Management. This is basically software that is designed to prevent you from copying music illegaly and sharing it with other people. The problem is, it prevents you from copying it off your iPod entirely, even if its for a completely legitimate use like getting a new computer.

So no, you can't get your music back. Stop supporting the crappy apple corporation and go out and buy a real MP3 player.

In short, the iPod simply stores your music in an invisible folder. All you have to do is make that folder visible, and drag the files from the iPod to your computer. Additional details can be found at the source link listed below.

Apple doesn't want you to do this. They want you to pay for every PC you want to listen to music on. This is just another reason why I didn't buy an iPod. However, there is hope. Several people have made programs to get the music from your iPod and reconstruct it back to regular MP3s. Here is an example of one:
