My brother sez the level is low that's why my lights are dim. Is the level checked on the safety inspection?

You can't get me with changing the air in my tires. I paid extra for all-season air.

yes...and you need to check your turning signal fluid too.
Oh, and don't forget to change the air in your tires.. you need winter air in them during the winter and summer air in the summer.

There might be some true in your brother's words...
Halogen bulbs will dim over time (years). Is not a bad idea to replace them if they seem dim. (assuming your car does not have another kind of electrical problem).
There is no practical way to measure the halogen gas within a bulb nor make sense. It would probably cost way more than changing a $10 dlls bulb. ($20 per pair. always change them in pairs)

Your brother is busting your chops, being funny. It sounds like you either have a a loose alternator belt, weak alternator or a poor ground. Have someone you trust, preferably a repair shop check your complete charging system. Good luck, hope this helps.
