LOL sounds exactly like the main relay. Mr. Honda tech has it right. It's located under the dash near your left knee. This is common with third gens preludes, I know because I have two of them, a 90 and a 91.

If you have used a soldering iron you can fix it yourself. Just make sure that you have solder and the soldering iron because once this is out you wont be able to start your car at all.

All you do is:

Remove the 2 10mm bolts that hold the fuse box. Once that is down you will see a black box with a connector. Disconnect it and take out the box.

Remove the plastic cover from the relay.You'll see the printed circuit board and all the solder points. Add a little solder to each point making sure you melt the old solder.

Put everything back and you're good!

It's most likely the "main fuel relay" it is located under the dash usually on the driver side and controls the power to the fuel pump. they should cost around 45$. It usually gives problems when they are old and the temp is high, But they could go bad just from use.
it's a box about 2 1/2" by 1 1/2" by1 1/2" and is usually either gray or black it has one plug on it with several wires. held in place by a 10mm bolt. it should click when the switch is turned on and run the fuel pump for 2 seconds then click again when it shuts off.

im going to say it is the fuel pump, they sell a chemical thing at auto stores that you can run though your engine (if it will start) and burn out the water....you should try that see if it helps, if not im pretty sure its your fuel pump

fuel pump may be week or some wear from the tank to the engine it is sucking in air pump is in the tank

take it to a mechanic, or a scrapyard, and go buy a new car.
