I have a Chrysler Town & Country with 23,000 miles that I just replaced the brakes. I am thinking that is very early. I have never had to do that with other Van's.

No there isn't.

Everyone has different driving habits and brake wear is all about how often you use the brakes, not how many miles you drive. Different vehicles will of course also have different braking characteristics.

If you drove nothing but highway miles so that you almost never had to apply the brakes, they could last 80k miles or more (I've seen this). However, in the same vehicle if you do nothing but stop-and-go city driving with lots of brake applications then you might be lucky to get 15-20k miles out of them.

There isn't a standard mileage because it totally depends on how much you use the brakes, and how you use them. However, unless you do mostly urban driving and work your brakes rather hard I would say you are right, as I have the UK equivalent model of your Chrysler and have just replaced the front brake pads for the first time at 67,000 miles - which I should say have mostly been done out-of-town. Did you get your old pads back for inspection? If they are not equally worn, then maybe one of your calipers has been sticking. If they are fully and equally worn out, then just go a bit easier on the brake pedal!

i own a repair shop, and no ,not really people who drive a lot or live in towns with a lot of red lights or a lot of hills usually have to replace their brakes a lot more often than others do,really a lot of it depends on the driver also, some people ride their brakes a lot,and this reduces the time that they will last, good luck,i hope this helps.
