Dont think so! You need GPS hardware! At best, you might use mapquest and put in your coords and get directions but it cant track a mobile device without gps!

Yes. Most of the mapping sites (e.g. Multimap, Streetmap, etc.) have route-finding facilities.

The AA (http://www.theaa.com/travel/index.jsp ) also has a good online routefinder for the UK, and parts of Europe.
ViaMichelin (http://www.viamichelin.com/viamichelin/int/tpl/hme/MaHomePage.htm ) is good for Europe.
