1. By the time that could have happened all the best and brightest had already left both Germany and the USSR so they wouldn't have developed a nuke first. 2. The biggest problem they had was not controlling the seas. Invading even Britain was probably beyond their capability without several years of shipbuilding. 3. Then, of course, control of the air would have been required and the US outbuilt every power added together in terms of the air arm. 4. And this is the most important point. Nazi Germany and the USSR were basically built to oppose each other. Their citizens were taught that there would be a war with the other. If you removed such a war there would have been no public support for continuing a war economy. Germany, in particular, didn't want to fight the British and tried several times to acheive peace with Britain before and after the fall of France. So, militarily it wouldn't have been a cakewalk to destroy Britain and the US and socially the odds were stacked way against the two dictatorships.

If you nuke the entire U.S. Its not likely that Mexico or Canada or quite a few other parts of the world will survive. As you are talking about World War III, are you naive enough to believe that the United States wouldn't also launch our missiles? Ever heard of nuclear winter?
Are you quite sure that everyone else in the world would be happy with Russia ruling the world? Ask Japan and Germany whether or not we have enough Balls to invade bully nations.

Go to the library and read history. War has been going on since the beginning of recorded history. It did not start with the war in Iraq and it will not stop if the U.S. is annilated. There will always be people who want to enslave others and hopefully there will be those who would like to see enslaved people made free.
