Bush is neither a dictator, not will he declare Dictator for Life. Handing in the Presidency is, therefore, a moot point.
Bush is arrogant - there's no positive in there - no pretention of being resolved. Bush trampled our freedom as we have come to know it and our founding fathers intended it to be.
Bush is the poster child of failure. And the reason is that he has used all the powers and some more given to the Chief Executive .

Leaning and hoping heavily for dictatorship.
No more Congressional payroll or free travel for the congressmen.
Legislation is 100 times faster by passing the committee phase.
Cost savings.
