In a nutshell you need some webspace in which to host your site. You can create the site online or offline. If you create it offline you need FTP (File Transfer Protocol) software to upload it to the website. A free program is WS FTP from Ipswitch (http://www.ipswitch.com/). It has instructions on how to upload a website.
If you create your site using Front Page, Dreamweaver etc you can also use this to upload the site - again, refer to the instructions.

Summary of getting a website online :-
1. goto a domain name registration website to register a domain for your website (you can do a search for 'domain registration' on yahoo.com to look for a desired registrar)
2. after successfully registered a domain, allow up to 72 hours for the domain to be active on the internet and after your internet service provider has picked up the new domain record, you will be able to enter the domain name in your browser window, and it will bring up a webpage (this is not yet your website, but a placeholder page, usually a advertisement webpage served by the domain registrar you have registered the domain name)
3. choose a web hosting provider (enter 'web hosting' in yahoo.com and select one from the list). Please take note that when selecting a web hosting provider, you should take into consideration the program/programming language used to developed your website (i.e. PHP, MS Frontpage, Macromedia etc.), check if the web hosting provider of your choice has these features supported in the hosting plan.
4. after signing up with a web hosting provider, you should likely receiving a login info email from the web hosting provider with details to uploading/accessing the newly setup hosting account, go through the email carefully and attempt upload web page to the hosting account, if the testing is going well, you should upload the entire website to the hosting account.
5. After uploading all your web files, goto your domain name registration website, login and change the nameserver record for your domain to point to the nameserver pair assigned by your web hosting provider, this 'nameserver' info should be found in the login info email the web hosting provider sent you when you signup with them.
6. After successfully changing nameserver record for your domain, wait for 24-48 hours for the update to complete, this is basically to allow time for your internet service provider to refresh itself with this newly update domain record, and after the update completes, you can enter the domain in your browser and it will then bring up the webpages you have uploaded in your newly registerd web hosting account.
Hope this helps.

To add a website, you must first purchase a domain e.g. www.yahoo.com
If you have created a static website then you just upload files to FTP and your website is ready.
However, if you create a dynamic website then you need a server from where your site is accessed.

siince most webpages are written in html. I would start before all this other stuff go to tripod.com get a free internet address and write your site on there as much as you can if you are not going to your own webpage server. this will save you money in the end.
