This discourages users from clogging up the Answers list.
Otherwise, it would be full of questions like "Huh?"

No. If no one else has asked that question and the answer will help others as well, why should you be punished for wanting to learn something.
Don't have to give points but, why take them away?
Discourages people from getting an answer.

yes i don't understand why we lose 5 points for asking a question . maybe your adding to the problem of thousands of question that haven't been answer yet.
