ok ive just re installed/rebooted windows xp but since i did it my internet scrolling speed is really slow, ive re installed before but never had this problem, and it is unbelieably annoying. i know the basics with laptops but if anyone can help me with this i'll kinda need it explaining in detail otherwise you'll lose me. ive looked at other peoples questions about this but i dont really know what to do. ive re installed it 3 times today but it still does it an im getting fed up with it now.
anyway any help will be really apreciated

ive tried firefox and my mouse is set to 3 already, feel like throwing laptop out a window

look at the mouse options under scrolling,
it is proberly set to 1 line at a time.
change to something faster

Change the scroll speeds in control panel under mouse settings.
Also, download Mozilla Firefox, this has less bugs than you can count on one hand that has no fingers on it.
