I don't think that they can legally. However to get an attorney you will need money. You can seek help from some group of attorneys that help the poor but again if you aren't paying your rent for what ever reason this will look bad. Finally if you aren't paying your rent, by the time they get the gas and water back on you may have already been evicted. Life isn't easy so do your best with what you have. Don't let this get you down. There are places you can go to have shelter and food. Start over and do your best. Not everyone is a millionaire , Not me. I just do with what I have. Survive and live life as best you can.

If gas and water is included in your rent payment then they DO have every right to turn it off until payment. Your rent payment should be the first thing you pay every month.!!! If you had some type of problem and you could not work due to bad weather or something then you should have gone to your landlord and explained it to him and MOST landlords are regular people too they knowthat everyone comes across hard times.......I think he or she would have understood your situation , unles, howeve this is a monthly occurance beause they usually DO NOT turn it off for not paying only ONE month!! It seems that you need to get your priorities straight sweetie and make sure to pay your rent or you will have to go without!!

first of all, they can't cut your gas or power for not paying rent, you should contact whatever organization in your area that protects renters. secondly, pay your rent!!!!!!! unless the landlord is not doing something that they are supposed to and you are holding back rent for that until they do, then there is no reason for you to live there for free when no one else is allowed to

If the utilities are included in the rent, then you're screwed because they're not in your name. If they are in your name then you just have to call the respective companies and report a service interruption. They'll come out and turn them all back on.

This would never happen. Rent is the first thing one pays. Then it is the other bills, the cable bill, internet and entertainment bills come last.
Priorities....

If there are children or elderly in the house it is illegal, if not go to local housing authority and ask for assistance.
