Not many long-lived fish cost less than 2 dollars. Long-lived fish take longer to mature, so it takes more time/food before they can be sold to the public, increasing their value and thus their cost.
Most fish that are below 2$ are like neon tetras and guppies, maybe a betta. All those are fine for a 10 gallon tank, but they only live 3-5 years each.

Some longer-lived fish suitable to that tank would be a dwarf gourami, or some platy fish. They cost more in the 4-5$ range.

If you can, try to find your local fish club. You can find fish for sale by other hobbiests and the prices are way lower than the prices in the petstore.

However, I should add that fishkeeping isn't a cheap hobby. It may seem inexpensive at first, but the expenses rack up quickly. You have tank/lid, filter, heater, gravel, plants/decor, net, syphon tube, water conditioner, food, fish, bucket, timer, electricity, to mention a few expenses. It's quite possible to keep fish on a budget, of course, but just so you aren't diving in blind, fish don't come cheap.

You are not going to find much of anything below 2 dollars. Maybe a single neon tetra or a single cherry barb. Bettas are great fish for a 10 gallon, they cost around 2-3 dollars for the common veiltail type. Dwarf gouramis are a great fish to keep, they cost around 5-7 dollars. I had one that let me pet it.

if you want cheap go with guppies, they won't live a long life though really, they're a bit fragile these days.
or you could go with a group of 5-6 small type tetras
or some harlequin rasboras
or some endlers
or you could have 5-6 tetras (neon, green neon, ember) and a pair of sparkling gouramis?
not promising under $2 though, unless you go to a dodgy fish store. a fish that lives a long life, won't cost you $2. any fish that costs $2 is likely to be something that doesn't live so long, breeds easy and cheap to stock. like guppies and neon tetras. (neon tetras are overbred these days much like guppies)

The fish club is the best idea yet. Not only can you get cheap fish, but more information than any one book or website will give you. It's more than woroth the membership price for any aquarium keeper ESPECIALLY a beginner.

Heck, our club members give away fish to beginners and fellow club members all the time.

You could keep a Betta fish (just don't keep two males together). They are really colorful and extremely cheap. You can find them anywhere, usually in a little plastic container.

Guppies are really pretty two any they stay quite small.

Dwarf gourami are cute but keep them away from other types of fish because they can be a little aggressive.

The easiest fish to care for (tropical) is the zebra danio. Very hardy as well , and a fast mover.

Any live bearer will give you fish forever , platies , swordtails , guppies.

go with a few pair of guppies. they range from like 3 to 5 bucks a pair. the good part is they have a lot of babies. so you can have a bunch of them for a bit of money

Go to a bait shop and buy bait fish. They are more hardy than those you buy in aquarium shops, and they are a lot cheaper. We had one for several years. He grew from 1.5 inches to about 8 inches. When he got that big, we released him into a lake and started over with a new one.
