I have the boy chart here and 23 inches is very short for a 4 months old (1% percentile). BUT it might be normal for a girl, girls are quite smaller than boys at that age.

sounds about right. my son was 21 inches at birth and i don't remember how tall he was at 4 months but he couldn't have grown much more than that in just 4 short months.

Sounds average to me. My son was 23 inches when he was born, but he's a tall kid.

Don't worry about their hight and weight as long as the weight isn't on the low side. All babies grow at different speeds. All will even out in the end.
