Hire an agent. The chances of an individual not familiar with the process cutting through all the red tape that needs to be cut just to get a 3 minute pitch sessions with the assistant of some middle management's assistant is very very slim. An agent will help you both land that potential pitch meeting and tell you if your idea is pitchable. As agents work on percentages it'd be a waste of thier time to go through the effort to pitch the unpitchable.

You need to find an agent that will work with you. Not a single network will touch your idea without representation for fear of litigation if they put something similar out. Go figure.

Find a production company or get an appointment at a network. Don't get your hopes up, it's a long and difficult process.

I believe you just go to they website and give them ideas in their idea boxes and then you submit your ideas, and they should get it from there.
