Enable Content Ratings on your Pc
Goto Tools>Internet Options then to the content tab.....There you can set a content rating and also add sites that you want to block...
This should work for Win 2K and up....

If you upgrade to firefox 2.0 - there is an anti-phishing database built in - that will actually warn you whenever you click on a bad site.. and will tell you - if you want to continue - it's at your own risk.

It is also updated often - which works a lot better then you having to continually add sites to your list.

go to your ie's tools--->Internet options--->Privacy--->Settings--->then make the list of unwanted sites.
