I want a laid back area with a hour and a half or less commute. I have to be able to get a reasonable house for 600,000-700,000. I don't care whether its near the ocean or the mountains.

Rancho Penasquitos might fit the bill. It's got a pretty good commute to the ocean because of the fairly new route 56.
Houses are in your price range. It is a bit of a bedroom community mostly thought of for raising kids.

Pacific Beach, Clairemont Mesa, or University City all have homes in that price range. Pacific Beach is a really laid back beach community, but there are a lot of young people that party there but the farther north of Garnett Ave you go closer to La Jolla the more family oriented it becomes. Univesity City and Clairemont are also good communties and are both close to the beach, freeways, and jobs. You are pretty much within 15 minutes of anything you need in those communties and within 30 minutes of most cities within the county.
