Hi Mike,

Sometimes vouchers appear on eBay for cheaper than their face value. If you're in the UK I also believe Tesco are doing a discount at the moment (10% I think)

If you do a google search on free Sim cards, there are a couple out there.
Cards are free and top up is not expensive.
