Great Idea, except we have reversed the hole in the ozone layer in twenty years when the scientist said it would never be repaired with the damage we have done.
If we can repair the ozone layer, then everybody working together can stop global warming.

1 - it's a different kind of oxygen
2 - You need it at high altitudes. Cars already produce plenty of ozone, just in the wrong place.
