Well, a decade ago I did a stint as California Weather God, but I resigned after about 5 years. No one did any authorizing; I simply stepped up because it needed doing. There was a drought, I prayed selflessly, we had a "March Miracle." Once during that time, my wife's daughter was about to go camping with an objectionable fellow. Wife was a bit skeptical but asked me to rain them out. I complained there wasn't even a nearby front to work with, but next day, rain, and no camping.
You have a misconception about "Universal Authority" that could be cured with a little Ayn Rand. The question isn't "who permits" but more a defiant "who'll stop me?" Authority emerges from within. Some of those who can, do.
