If the letters repeated are vowels then it's assonance, such as: ripe / pipe. If the letters repeated are consonants, such as Peter Piper, then it's alliteration. If it's a repetition of s, such as: she sell seashells, then it's sibilance.

I don't know of the correct term for it, but that's how Russian names work. Ivan would be the person's first name, and would translate to John in English. The person usually also has a last name, and has a name that means "son of." The Ivanovich falls into the last category; -vich or -'ch translates to "son of" in English. The name of the person above would be John son of John. I'm guessing that the term probably patronymic, though. It's the practice of using the name of a person's father in that person's name.
