Originally a trews (or trouse) covered a single leg, and tied to a belt, so ""trousers" were literally "a pair of trews", And eventually the term came to mean a singular article of clothing.

Once a pair of trousers became the common phrase for a singular item, all subsequent names for the same type of clothing (pants, jeans, breeches etc) followed the same pattern of being described as a "pair"

Cos when you talk about pairs of jeans/shoes, 'pair' is used as a collective, same as a television set, it's not a set, but a collective name for one thing.
