That is a good question for the people who are in each. They probably believe there is a difference but for the rest of us it is the same thing.

There is no difference. A long time ago the word personnel was used. Then HR or human resources became the politically correct term. I still see personnel a lot in state jobs, government jobs, school jobs etc where change is slow.

HUMAN RESOURCE management mainly deals with recruitment training motivation of the human resource. but in case of personnel managment it is more to the legal side of human resource. for example legal way to protect the workforce from the management , to get their rights , to provide the proper working conditions etc ,
