I would say the mother that blows the child support.

While a mom who uses the money for other things, including keeping her boyfriend in smokes and beer is bad a deadbeat dad (or mom) is still worse because he isn't even attempting to take care of his child.
You can say that neither is the mom, but she's still keeping a roof over the child's head, clothes on his back and food in his stomach. So unless her supplying her boyfriend's needs begins to interfer with her taking care of her child's needs, the dad would still be worse.

Both are equally crappy. I feel a parent should be held liable for payment of child support. Also, I feel if there is a genuine question of the money being not being used for the child's welfare (IE, your example above), then that parent should be held liable. It goes both ways.

they are both really bad. there is a reason it is called "child" support, it is money for the child. some parents don't seem to get it.
