Since Macs can run OS X and Windows, the answer is Macs. They offer the best of both worlds. Using Parallels, you can even run Windows applications from inside OS X.

What is your business? Do you use a computer now? If so what software is important.
With a PC or a Mac it is really all about the software that you want to use.
On both you can run MS Office so Word, Excel and Powerpoint. For some users email, a web browner and MS office is all they need.
Others use specialized software and some of the time that software is only available on a PC or a Mac (most of the time it is the PC).
With the new Macs from Apple you can run either operating system (OS X or Windows). It could be argued that the safe bet is the Apple Mac as you are not cut off from either. If you buy a PC you are stuck with Windows but not the Mac's OS X.
Note I am not discussing Linux as most people do not consider that for a desktop in an office environment. Some will but most don't. I am also assuming you are looking for a laptop so running a server OS does not matter.
If ease of use matters then the Mac OS is a clear favorite. The hardware price is almost exactly the same if you stick to major brand PCs. If you want to run Vista you are not likely looking at a low spec PC.
One last thing. The iLife bundle of applications from Apple covers a lot of needs when dealing with audio, video and media applications. To buy the same on a PC will likely cost more and will be less well integrated. Depending on your business needs the Apple Mac with the bundled software might end being a lot less expensive.

It all depends on how you are going to use it. If it is going to be used for mainly office suite, email and web surfing then a Windows based laptop is the better choice. If you are going to be performing graphics intensive work, then a Mac may be better (I say may, because most of the animation work being performed in movies today are done on Windows machines). You also need to look at the cost of ownership relative to the two, which will be cheaper to maintain, upgrade, and repair (Windows machines are always cheaper as there is a larger selection of hardware to choose from; Apple controls who makes their hardware, thus it is much more expensive, for example - a DVD burner for a windows PC would cost you $50 while for Apple it would run $300). If you are looking for both reliability and performance, then purchase an IBM/Lenovo from the Windows world.

Personally it depends on how big the business is, in particular does it have a domain controller or not. A domain controller is a server, for mac you couldn't just buy the computer you would also be looking at purchasing a mac OS based server, such as the OS X Server vs, running a windows 2003 server based machine. The office applications can be run on either a apple or windows machine. Also now the apple computers can run windows using boot camp: http://www.apple.com/support/downloads/bootcamp.html

windows, nearly everything business related including applications are all pretty much made to run on windows, so if you want to avoid compatability issues go with windows and its cheaper too!
