One culture's idea of primitive is another's idea of keeping the old ways alive. A friend of mine who's from Saudi Arabia told someone who asked him if they still rode camels that he had one named Toyota Land Cruiser ;) That was the best way of saying "no we don't" I ever heard.
I know way too many people from Arab countries to ever think they're "primitive."

There is a great deal of that notion promoted at present, because of the need to portray one's enemies as "other."
People are quick to believe negative stereotypes of those with whom they are in conflict. This tendency is reinforced by the governments of warring countries. Since most of us have been pretty well persuaded that killing other people is unacceptable, during times of war the governments try to dehumanize the opponent.

G.W.'s biggest mistake is thinking he can get these guys out of the 12th century with a crowbar. It takes many ,many years to open their minds and we don't have that time.I like GW but he is wrong here and about immigration.

Of course they are primitive. They still have harems and can marry and divorce their women at any time.
