The following measures will be of some use, for ensuring a corruption free society in India:_

1) Refuse to pay money to grease any body's hands.
2) Do not yourself seek to do any thing illegally. Be on the right side of law.
3) Create forums to oversee that the authorities are doing the right things and that there are no consideration demanded or paid for doing the rightful things.
4) Create awareness about the need to cleanse our system free from corrupt practises. There should be public awareness about it. Whenever any wrong doing comes to light, people should not hesitate to agitate. Such movements should be organised in every village/town/cities.
5) A total revolution is the need of the hour.

spread the indian population over cities, towns and villages and not make cities the garbage capitals of the country by making cities the key economic drivers. look at kerala it is the probabale the cleanest state in India because to be clean is inbuilt in the keralite's pycshe. reitrating that clenliness is not a western virtue that india has imbibed like some others. I suppose if we want to rank number one like america or china we have to consume as much and become one with the world which I know our great politicians and our high thinking sages will accomplish for us.

'No nation is perfect, we have to make the nation perfect' (Rang De Basanti). We have to do a lot for this aim. I think, nobody is larger than the entire system. So it is quite impossible for any individual to change the entire system.
But we can change ourselves. first of all, we have to change our mentality. We should regard the public p[laces like road, rail station, park and so & so as our home so that we make this kind of places nasty & unclean. The next step would be try to change our sarroundings as much as possible. And make pur country no 1? If we can think our country as our home and the citizen as our family members, then a sence of unity & integrity must be grown. And we have to work hard to make ourselves no 1 as an individual. It may seems quite ideological or unrealistic, but if we want to make our country first class first, then we have to try to make ourselves greater and bigger. It is not easy, but not impossible.

All of the country's people should want the country clean, and do something to keep the country clean! Indoctrination should be powerful enough, persuasive enough for that!

I think USA (if thats the country you are talking about) should change their war strategy. They should start sending all of the trash to Iraq. Make it patriotic to pick up trash and have it sent to Iraq. If we got rid of all of our toxic waste and anything we didn't want. It would definately be cheaper than keeping soldiers over there, and people would love to contribute to the cause.

Religion is the basis of all the problems. Look at ganges and the poverty on the sides of railway tracks. Look at the 1.2 billion population and ever expanding. Check our contaminated drinking water. Communal violence and police brutality. Can we change this kind of politicians and system? .Sucks.

most would argue that we are number one in the world. we just use that status to alienate most of the rest of the world. if we were a better example in education, diplomacy, and environmental concerns, perhaps we would get a little more respect as a benevolent world leader.
