I got a tv capture card on my PC . How could I set a streaming video service and stream thru internet ?

Not possible......
Any video streams on the net would open in therir own window and not the capture device.....Hope you didn't get that just for internet video......You can how ever go to many of the stream capuring sites on the web that will capture it for you...another possiblity (a wild one) is to get a second pc with TVout port on it....put the tvout to the video in on the recording pc and you could record the video full screen...good luck
