If you see fine deep fins on the exterior of the the piston sleeve and cylinder head it's air cooled. A motor with no fins look for a water pump and radiator or heat exchanger . That engine will be water cooled.

Mainly by air but there are exeptions. The Velocette had a water cooled 2 stroke as did the Gardner high speed 2 stroke diesel.

Most are air-cooled, but there are some water-cooled exceptions. Water-cooled engines allow for more horse-power. Harley-Davidson has a fairly decent explanation of the mechanics on their website if you look at their add for the V-rod.

The 2 stroke on my scooter was liquid cooled but also had a fan for when it got really hot.

most of them are cooled by the finns on the block part of were the cylinder is and Also Finns on the cylinder head .work on the same Principal has a radiator to cool the water
