An accreditation committee that represents an accrediting body visits the institution that applies for accreditation and decides whether to give it accreditation. In simple languge, what it means is that someone decides how high the standard of a certain college is. There are many different types of accrediting institutions, each with its own standards. All major universities and colleges in the southern US are accredited by SACS, which has very high standards. I have not checked the status of Georgia State but it is most probably fully accredited by SACS.
