i have always wondered that myself. here in P.A., its always milk, bread, toilet paper, and lunch meat???!! like their not expecting snow ever in P.A. when you move to our states that have snow, we all know it snows. People panic

There is always the chance what looks like a minor storm could do something unexpected and become a big one. Even a minor storm could causes a power outage somewhere or could cause the roads to be slippery (which would mean people would prefer to stock up now rather than have to go out while the road are slippery).
Neither bread nor milk last all that long for a family with kids, so even having to stay in one extra day could mean they run out; and not too many parents want to run out of the stuff their kids drink and eat.
Finally, many people have lived through something such as the NE Blizzard of 78, which was not expected to be a big storm but which ended up a state of emergency in which nobody was allowed to drive for several days. Anyone who has lived through a situation like that would be more likely to get milk and bread than the person who hasn't been through such a thing.

The idea is for people to prepare incase the weather becomes intense. Even though they were expecting some snow, they are also preparing incase they encounter broken tree branches, downed power lines, or ice. People also don't know how bad the weather will be and don't know the next time they can leave their house. That is why they stock up on things they will need for the next few days. When I lived in an area that experienced hurricanes frequently, the store shelves would quickly sell out of canned goods, bottled water, batteries, etc. at the threat of a storm. Better safe than sorry.

With all the craziness going on with the weather, they probably thought that they would get much more snow. They were simply trying to be prepared. Now, about the milk thing, I'm not sure. We all know that milk has a short expiration date. Stocking up on water would be much more sensible (milk is good if you have a baby in the house because they need the nutrients). Now, the bread thing makes sense to me. It's filling and if you have a pet bird or pigeon, you can feed him too.

Maybe everyone got the idea to make bread pudding at the same time.
Actually, with the freak weather changes going on, people are probably just preparing for the worst. Better safe than sorry. And each of those items (bread and milk) will last awhile in cold conditions while providing basic nourishment.

Many people panic ahead of time.
If they only knew what to ration and then go at it a little bit at a time. Have there been severe storms and that may be why they are in the mode to collect as much bread as possible.
hopefully in the future they will learn to resist the temptation to over purchase.

And butter, eggs, flour, sugar, peanut butter, water, diapers, baby formula and a host of other "staples". People stock up because in times of crisis, the stores often run out of staple goods. Sometimes too, people cannot get to the store due to the weather.

Everybody does it, so if you want yours you better get yours before they get it all.
That's pretty much the mentality when a storm is coming or has just passed and left quite a bit of damage.
Humans are hard wired for self preservation.

Some people are so dumb, that they think they will be locked in there house for weeks, with only the bread and milk to survive.

Because they are some of the basic staple foods in life.
Think of all the things you can do with those 2 ingredients.
Milk for cereal, tea, coffee on it's own, for an omlette
Bread for sandwiches, as a side dish
