My kitchen has a fluorescent light fixture in the ceiling (the circular 2-ring kind). It sometimes takes as long as 2 hours to actually turn on after I flip the switch. Does this indicate that the bulb is bad and/or dying, or is there another suggestion as to what is wrong?

Sounds like a bad bulb. Is one end very dark. Yup, that's it. Replace BOTH BULBS!..DOesn't cost that much. Try it now...Same problem? Replace the Ballast. Turn off power, snip all wires close to ballast ( this will give you some slack ) take to store and have it matched up. Strip wires back about a half inch, buy some blue wire nuts ( store will help you pick ) and wire them all together ( Match color to color, order doesn't matter ) Turn power on, hit switch!

It does sound odd. But it almost has to be the ballasts. There is so little in the circuit. Power, switch, and fixture. If you can jump it with a tester and it comes on, and stays on, that suggests to me that the self starting in the ballast is bad. It is not detecting that it needs to start the bulb. I am guess that using the tester as a jumper is providing some signal to the ballast to check the bulb and it then starts it. I think those use electronics to do the bulb starting and I think those electronics are bad. Maybe you had some low voltage that damaged it when the UPS went out at the same time. That is my best guess. Good Luck

If new bulbs don't work, most like it is the ballast. You say two ring circular light. Is one of the bulbs smaller than the other, and placed inside the bigger bulb. If so, just replace the fixture, as they aren't that expensive, and it will likely be easier than changing the ballast.

My first thought would be to replace the bulb and see what happens. If the new bulb takes as long to actually turn on as the old one, I would think that you have an electrical problem somewhere in the wiring or connection.

I've had a similar problem. This is what I would do:
First, if you have a starter, replace the starter.
If that doesn't solve the problem, or you don't have a starter, replace the bulb.
If that still doesn't work you will probably have to call an electrician.
