Watrefalls have a lot of water flowing through a cross section very rapidly. Now consider of a plane surface perpendicular to the flow of water.

Through this area the water flows and the molecules are replaced very rapidly.Water refracts light of all colours and then it reflects back due to internall refclection and so a mixture of colours is produced which looks white.
