Terrorism (or asymmetric warfare) is essentially an attack on either civilians or military personnel typically by the use of explosive devices, suicide bombings, airline hijacking, or any number of methods designed to shock and demoralize. The objective is usually to remove an occupying force instead of by conventional warfare, usually because that occupying force is much larger and would likely not be defeated in a conventional war. Civilians are targeted usually in groups, such as a carbombing or taking multiple hostages. Military personnel are targeted by snipers or improvised explosive devices.

The development of terrorism most likely stems from the realization that certain groups (al-Qaeda, ETA, Chechens opposing Russian rule in Chechnya, Palestinians, etc.) cannot defeat their opponents through conventional means, and resort to shock methods, sometimes to great effect (September 11th, Beslan school hostage crisis). Therefore, the root cause is perceived persecution with seemingly no way to oppose it except with surprise and devastating attacks with the high probability of succeeding if intelligence forces cannot get wind of the planned attack.
