the wind has blown down the fence in the back garden, council house, as i look into the back garden on the right. who is responsible for this?

You could ring the Council, to find out if they are responsible for it.
Or politely ask your neighbour.

It depends on who owns the fence. Was it on your property or the neighbors? Check your lot lines if you aren't sure. If it's your fence it would be inside your property lines. Sometimes you can tell by just looking at the fence. Is the nice side of the fence facing your backyard or the neighbors back yard? Usually the flatside of the fence faces outward and the posts facing inside the yard of the owner.

Is the other house a council house too? If so then the council is obviously.
Why not just ring the council and ask them which side the boundary for your house is on

if it is a council house then they have the responsibility to fix the fence and any damage it may have caused.
