Any investor putting money somewhere besides the home country is a foreign investor. That generally is done for two major reasons: (1) there are good investment opportunities in another country, or (2) the investment opportunities are terrible in the home country. While both can be true at the same time, both don't have to be true. The reasons to do this can be very broad and numerous. As for how it helps, rich country or poor, wouldn't any enterprise or economy be helped with more capital to work with?--only those with too much already don't benefit.

No I disagree MB. I think that is a ridiculous idea and to describe the standard of officiating as extremely poor is very untrue and unfair. I actually find they are up there with the best refs from the other leagues. Just look at La Liga for example...the amount of times Spainish refs have been conned by divers and faking injuries is ridiculous.Yet they keep dishing out yellows not to the divers but to the person who made the "foul"! Perfect Examples: Last year: CL semi final Chelsea vs Barcelona.the ref was poor and unfit and made some horrendously bad decisions incl. not sending Ballack off for acting like a lunatic running after him and trying to assault him. Another, Eduardo's blatant dive last week was rewarded with a penalty by a very experienced and one of the best refs in Spain who STILL believes it to be correct. Now that is poor refeereing! Why be the only league to import refs? Nonsense
