what's the difference between Zeff & Valence eletron?

For example:Na
Zeff = Z-S=11-10=1
Valence eletron is also 1
So what's the difference

Zeff is the effective nuclear charge of the atom after accounting for the shielding effects of the valence electrons.

Valence electron is the outermost electron in the atom.
