1) Buy template from somewhere like www.boxedarts.com
You will need a little FrontPage or Wysywig skills to make the changes. http://market-soft.com/123ww/ This is a program from a really great guy and very easy to use.

2) Buy a group of sites from somewhere like www.AdSenseSites.biz

3) Hire a programmer from elance.com or rentacoder.com You need to be specific about what you want and choose a good programmer with lots of feedback.

Type in to a search engine the keywords: website design templates" this will give you not only design ideas but help with layouts & wording. You should also look into website design firms. Alot of firms will work around your budget.

first things first, plan your work then work your plan. depending on what your aiming for will determin where you should start.
are you looking for static pages or dynamic data driven site ??
if you just need a webpage for your business then why not try one of the directories like http://www.tradersreview.co.uk you can list for free or add to it. have you got a webhost sorted and a domain name ?

Alway best to get the name you want and design around the name. theres loads of Free WYSIWYG editors you can use to design your site, many come with templates. they are ok for static page, but a total waste of time for a dynamic PHP / ASP website.

Try SiteBuildIt. They are brilliant for the internet newbie as they give you just as much help and advice as you need, they are always there for you and not only help you build your site but also explain how to get it listed well at the search engines which is obviously of paramount importance.
