Will it be really possible to persue the road side beggers to give up begging so that they can be taught to lead a better life by helping them in setting a small scale industries along with providing them basic knowledge and education?

No, many roadside beggars are already receiving pensions, government and other forms of assistance. Many have homes!
A few years ago one of the stations here in the Baltimore/DC area exposed some of these scumbags. They would stand outside collecting money and at the end of the day, walk a few blocks, get in an expensive SUV and drive off into the sunset. No they won't work for minimum wage, they can make more out on the street.

Good thought. But do you know the enormity of the situation?. Do you have any figures about the nr of beggers?. Very sorry to say this, but your good intentions will backfire and it is quite possible that these guys will make you another begger.

some of the road side beggars are far from stupid, some actualy have college degrees, they have had every chance to do something with thier life, example, the people holding sighs will work for food, stop and offer them a job for pay at the end of a day, you will get all kinds of excuses as to why they cant work, i drive a semi and see this nation wide

as you may have heard abt. non profitable organisations such as C.R.Y. and 'each one teach one'
which failed

instead you may make an organisation which helps the beggars by giving them work which will help both
